CPL在中国疫情高峰过后，开展拉动经济支持城乡旅游发展提供项目扶持进行无偿专业大援助的
决 定
各加盟团体、机构和单位（中国）
在全球新冠肺炎疫情仍在四处蔓延之际，中国已经进入各行各业的生产恢复期。作为地球上出现的第一个东方摄影平台，联盟决定无偿将CPL用几十年时间积累起来的资源向社会开发，联合相关部门开展各项有利于战胜疫情恢复生产推动社会发展的各种文化活动。内容如下：
一、不收取任何名目的冠名费与各地政府、单位共同组织一百座城市摄影团体主席、秘书长参加的城市摄影大会，通过大会让参会人员在各地对大会主办地进行全方位的宣传，同时CPL和CYP将动用自己“十网同推”的独有手段对其滚动宣传
二、为了帮助各地发展旅游并且留下当代独有的人文景观，凿刻可以获得世界纪录认证的最大影字，社会变迁，如影随行，这个特大的影字将替子孙后代纪录当代留下遗产。影字由东方五艺纵横家CPL主席龙绪明无偿提供他已经获得中华人民共和国国家知识产权保护的自创书法“熊猫体”，让一只硕大的“熊猫”屹立山壁。与下面的人工水池让上下两个影字相映成趣，形成独有的靓丽人文风景，让更多游人在下合影留念。把山村美景更大层面的有图有真相带了出去。
三、与各个中心城市的文化团体共同主办世界上第一场“摄影家画展”同时申报“世界纪录”，让社会直面数以万计的摄影人是怎样用他们的“第三只眼睛”画出与众不同的创新画图。特别是以摄影的名义，艺术家用几十年时间安守清贫，填补了中国山水绘画由于“天上没有飞机、地下没有汽车，手中没有相机”的历史时段无法完成开宗立派的实名山水。摄影家画展由于系开天辟地第一回，因此将同步申报世界纪录。
四、与各个级别的地方政府建立地球上第一处东方五艺（书法，篆刻、绘画、摄影和文学）的综合跨界培训基地，让东方文化更加的发扬光大。基地也将同步申报世界纪录。
五、与相关单位和个人创建全球第一座“CPL东方摄影博物馆”，博物馆将以十项世界纪律创造的原始资料实物作为镇馆之宝，并将全球开展艺术资质的各类认证。
六、CPL通过数十年的研发已经创造出了“好摄系列”和“美摄系列”（好摄酒、；好摄茶、美摄酒、美摄茶、美摄玉、美摄木，美摄石、美摄糕、美摄宴等……）其中好摄茶和美摄茶已耗资120万元完成了研发。并且，美摄系列已全部办理了中华人民共和国的商标注册。本项现今向社会公开推出寻求各方合作。
七、1985年创刊，至今已经无偿向社会赠阅了40年并且获得了“世界纪录”的《摄影报》（现《城市摄影》报），为了配合疫情之后的经济恢复，决定扩大为社会的服务面，凡有意通过本报宣传报道各地旅游开发，景区建设和其它成就的单位均可向CPL提出邀请，《城市摄影》可用一期（四个整版）对其进行宣传。除编辑费用采访杂支外，其它费用（包括印刷）一律免收。（无偿赠送报纸数量上限为10000份）。
八、从上个世纪的1985年起，CPL至今已创下了十三项世界纪录，这种几十年积累下来的各种资源没有理由不为疫情之后的大发展出力，因此，在同等条件、同样地域、共同主办、开展的全国、省、市、区、县各种摄影、书法、美术、文学的大赛、展览和相应的各种文化活动，CPL保证以最低费用以示支持。
九、视各国疫情控制进展，CPL驻在各洲、各国的代表处均可视情开展这场无偿专业的大援助，并可根据本国国情增加援助内容。
十、为方便联系和组织，CPL授权中国各、省、市加盟团队负责人就近议决视情全权处置。
